PRELIMINARY INFORMATION

In-service training of teachers of Estonian as a second language

From 14 to 17 August a summer school of teachers of Estonian as a second language of Russian-language general and vocational education schools will take place in Vihula. The training will cover multiple topics, including cross-cultural differences, the usage of pictures in language studies, latest reforms in the Estonian language, etc. About 40 teachers will take part in the summer school.

In-service training of the Sunday-school teachers of national cultural societies

From 31 August to 2 September a training session “Presentation Skills as a Key to Successful Teaching, Part 2” for the Sunday-school teachers of national cultural societies will be held in Ruhnu. The first part of the training took place in Saaremaa in May. The training will be carried out by Inscape Baltic OÜ, about 15 teachers will participate.

In-service training of class teachers

From 21 to 23 August the 3rd module of the in-service training of the class teachers of the Estonian language general education schools who deal with the newly arrived immigrant pupils will take place. The training that consists of 6 study sessions will be carried out by the University of Tartu, 25 teachers will attend the training course.

Training of the advisers of the Language Immersion Program

From 13 to 14 August the six-day training of the advisers of the Language Immersion Program “Counselling that Supports the Professional Development of Teachers” will be launched. 48 potential advisers of the Language Immersion Program in three groups will participate in the training that was ordered by the Non-Estonians Integration Foundation (Integration Foundation). The 1st training module for the first group will take place at Mõdriku Manor in Lääne-Virumaa. The training session will be carried out by Ene Kulasalu and Ene Velström who are trainers of the Open Mind Institute.

Language immersion methods training for kindergarten teachers

From 15 to 17 August a training course of language immersion methods will be held in Tallinn for new kindergarten teachers who will start working with 5-year-olds in language immersion groups this September. The training will be carried out in accordance with the study program of language immersion methods and it will last for 80 hours. The training course consists of 4 sessions; this session is the second one. The training will be carried out by the trainers of the Language Immersion Centre Hedi Minlibajeva, Angelika Lall, Ene Kurme and Nonna Meltsas.

Language immersion methods training for teachers

From 15 to 17 August a training course of language immersion methods for the teachers of the 2nd and 3rd stages of study will be carried out at the Eisma Training Centre. 32 immersion teachers will take part in the training. The training will be carried out in accordance with the study program of language immersion methods and it will last for 80 hours. The training course consists of four modules; this module will be the fourth one. The training will be carried out by the trainers of the Language Immersion Centre Anne Kloren, Liina Norit and Anna Sele.

From 21 to 22 August a training course of language immersion methods for the teachers of the 1st stage of study will be carried out in Tallinn. 22 immersion teachers will take part in the training. The training will be carried out in accordance with the study program of language immersion methods and it will last for 80 hours. The training consists of four modules; this module will be the first one. The training will be carried out by the trainers of the Language Immersion Centre Liina Norit and Anna Sele.

From 23 to 24 August a training course of language immersion methods for the teachers of the 2nd and 3rd stage of study will be carried out in Tallinn. 30 immersion teachers will take part in the training. The training will be carried out in accordance with the study program of language immersion methods and it will last for 80 hours. The training consists of four modules; this module will be the second one. The training will be carried out by the trainers of the Language Immersion Centre Anne Kloren, Viktoria Belitshev and Katre Jürgenson.

Procurements

Training of searching for work, vocational guidance and psychological counselling for unemployed non-Estonians

The aim of the procurement is to foster the integration of non-Estonians who are unemployed to the labour market. To meet the objective, training of searching for work, vocational guidance and psychological counselling will be organised in Tallinn, Narva and Jõhvi.

The deadline for submitting tenders is 17 August, 2007 at 4 pm.

The organisation of the study of the Estonian language to unemployed non-Estonians that would lead to a certificate of achievement

The aim of the procurement is to foster the integration of non-Estonians who are unemployed to the labour market. To meet the objective, the study of the Estonian language that would lead to a certificate of achievement will be organised in Tallinn, Narva and Jõhvi.

The deadline of submitting the tenders is 3 September, 2007 at 11 am.

A team of authors for compiling teaching materials on Estonian history in Russian

The aim of the procurement is to compile teaching materials on Estonian history for the higher general education stage of Russian-language schools.

Briefing activities on the transition to bilingual teaching

The aim of the procurement is to organise briefing activities of the transition to bilingual teaching and its nature to target groups.

Project competitions

Project competition for national cultural societies

The aim of the competition is to support the preservation of the culture and language of ethnic minorities through the activities of national cultural societies and arts groups.

The deadline for submitting applications is 19 September, 2007 at 4 pm.

Open competition for integration projects

The aim of the applications to be submitted to the competition should be to support integration activities that meet the objectives of the program “Integration in Estonian Society 2000-2007” and the Articles of the Non-Estonians Integration Foundation.

The deadline for submitting applications is 2 October, 2007 at 4 pm.

Support to subject teaching in Estonian

15 projects will get support in the frames of the two competitions, including 15 Russian-language schools in Ida Virumaa and 2 Russian-language schools in Tallinn. The aim of the competition is to support subject teaching in Estonian in Russian-language schools.

The projects will cover the teaching of Estonian literature, social studies, human studies, music, history and geography in the Estonian language in basic schools. In addition various field trips and visits to museums as well as teachers and pupils exchange project will be carried out. The overall value of the support is 969,014 kroons.

Summer-school of the Parents Association of the Language Immersion Program (PALIP)

From 19 to 21 July the summer-school of the Parents Association of the Language Immersion Program (PALIP) was held in Remniku. The aim of the parents’ summer school was to introduce the objectives of the education system in Estonia in a longer perspective and to develop the regional activities of parents’ network. Over a hundred participants attended the school; half of them were children who were looked after by 5 teachers while their parents were busy with their studies.
The participants thought the overviews of the problems of the Russian-language schools in Estonia by the Ministry of Education and Research very useful, a lecture on the civil society caused vivid discussion. The group-work focused on discussing the tasks of the coming school-year and the needs and opportunities of supporting the Language Immersion Program.

PALIP is grateful to the Gambling Tax Council for their support to the organisation of the summer-school. The smooth running of the summer-school’s three-day program was taken care of by the Centre of Training Activities.

Free training to continue

Free preparatory courses for taking the exam on the Constitution of the Republic of Estonia and the Citizenship Act will continue in the framework of the EU transitional support project “Support for the Integration of Stateless Persons in Estonia.”

Regardless of the summer and vacation period, people can currently take part in the courses as well. The applicants are invited to register to the courses by calling 800 9999 toll-free, it is also a contact number for additional information on the courses. There is an information site in Estonian and Russian at www.meis.ee/kodanik that provides information on the courses as well as on the citizenship application procedure, in addition the site offers study materials.

The exams information system to be improved

An agreement on updating the information system of the exams of the National Examination and Qualification Centre has been closed in the framework of the EU transitional support project “The Support for the Implementation of the Integration Program and Improvement of the Capacities of Institutions Related to Integration.”

In the frames of the procurement, the Ministry of Finance closed a contract with Netgroup OÜ on 29 July, 2007. Under the terms of the contract, new equipment will be supplied and new technological solutions will be developed to reinforce the systems of taking the exams on the Constitution of the Republic of Estonia, the Citizenship Act as well as the Estonian language at the National Examination and Qualification Centre.

GENERAL INFORMATION

Preparatory training for Estonian-language professional examinations

Places are still available on Estonian language training courses commencing in autumn for people studying to become hairdressers, beauticians, chefs and waiters. Registration has been more active for the sales training groups. Students in their final year of studies in these subjects and those already working in the fields are invited to take part in the training, which is being financed from the European Social Fund.

The courses are designed to prepare participants for Level 1 Estonian-language professional examinations, which is why those taking part must be able to speak Estonian to at least A2 level. Pre-testing will be carried out to confirm the language skills of those who register.

The training courses, which will be carried out by OÜ Suggesto, are to be held from September 2009 to November 2010 in Tallinn, Jõhvi and Narva. Courses for each subject will be held in all three cities over three cycles: September-December 2009, January-April 2010 and September-November 2010. Each course will cover 120 academic hours.

Development of active learning methods for teaching Estonian language and culture in vocational education institutions

The Integration Foundation is working with Tallinn University to create an active learning method kit for teaching Estonian language and culture in vocational education institutions. The kit comprises a video and a handbook. The sample lessons on the video demonstrate different methods of active learning. The handbook provides explanations about the methods used and includes additional exercises and worksheets for students.

The kit is designed to support the integration of vocational education students with native languages other than Estonian into Estonian society through the methodical teaching of contemporary language and culture. The target group is vocational school teachers of Estonian as a second language who teach Russian-speaking students. The target group also includes general and professional subject teachers who teach Russian-speaking groups in Estonian.

The active learning methods kit will be completed in September 2010.

“Development of materials for level examinations: drafting web-based sample tests” procurement

The deadline for the submission of offers for this simplified procurement is 4.00 pm on 1 July.

The general goal of the procurement is to support the better integration into Estonian society of citizens of third countries and those with undefined citizenship by developing Estonian language level examinations and making examination materials available online.

The procurement is one of the activities being financed through the European Fund for the Integration of Third-Country Nationals and forms part of the social and economic integration area of the integration programme, which includes measures for the better integration into Estonian society of citizens of third countries. The procurement focuses expanding ways of determining the Estonian language skills of individuals with undefined citizenship and citizens of third countries (including Russia) and guaranteeing the quality of the means by which such skills are measured.

“Understanding and tolerance of cultural differences in youth work” project competition

“Developing professional Estonian language teaching materials for workers in the fields of security and health care” procurement

This procurement focuses on the development of professional Estonian language teaching materials for security and health care workers which will allow students of these subjects and specialists already working in the fields to achieve the level of B2 in Estonian through a 120-hour course.

The activities of the procurement are based on the Estonian integration programme 2008–2013, one of whose priorities is improving the Estonian language skills of those whose native language is not Estonian.The measures of the national integration programme are aimed at promoting and supporting means of additional teaching of Estonian, including the creation of new teaching materials.

2^nd round of applications in the “Let’s do it together” project competition

In July the Integration Foundation will be launching the second round of applications for the “Let’s do it together” project competition.

The competition is designed to increase the civic activity of and contact and communication between citizens of Estonia and the European Union and third countries within Europe and Estonian residents with undefined citizenship.

The competition will support longer-term cooperation, campaigns, discussion forums and other citizens association activities involving citizens of Estonia and the European Union and other countries in Europe and Estonian residents with undefined citizenship of at least 18 years of age.

Applications for support can be submitted by the agencies managed by local governments, non-profit organisations and foundations that will carry out the activities.

The competition is being financed from the state budget and the European Fund for the Integration of Third-Country Nationals, which was established as part of the general European Union programme ‘Solidarity and management of migratory flows’, on the basis of the implementation plan of the Estonian Integration Programme 2008–2013.

Simplified public tender for in-service training on integrated subject and language teaching methodology for upper secondary-level teachers from educational institutions with Russian as the language of instruction

A simplified public tender will be launched in 2009 to find an organiser for in-service training for upper secondary-level teachers from educational institutions with Russian as the language of instruction on integrated subject and language teaching methodology.

The aim of the tender is to organise a 72-hour methodology-based in-service training course between September and December 2009 for up to 100 upper secondary-level subject teachers.

“Intercultural communication training” public procurement

A public procurement will be launched in June for the development of a training programme and the training of 50 state and local government officials in the area of intercultural communication.

The goal of the training is to create an environment at the state and local government level for citizens of third countries and new immigrants which supports integration by increasing the competence of state and local government officials in the area of intercultural communication.

GENERAL INFORMATION

Integrated subject and language learning and language immersion methodology training

The first cycle of courses of a three-day training course will be held at the Nelijärve Recreation Centre from 8 to 10 June for teachers of Estonian-language subjects from schools with Russian as the language of instruction. The June cycle will include three courses: developing linguistic sub-skills; various teaching methods; and active learning methods. At least one-third of the total volume of the courses will cover topics about supporting teacher and pupil development and other psychological issues.

The course is designed to raise awareness among teachers from schools with languages other than Estonian as the languages of instruction about integrated subject and language learning and language immersion programme methodology and to offer support to teachers working with children whose home languages are not the same as the languages of instruction of their schools.

The trainers will be language immersion programme teachers who have studied to become adult trainers working with interactive methods and Ene Kulasalu, Ene Velström and Anželika Valdre from the Open Mind Institute. The training is being financed by the Ministry of Education and Research as part of an agreement entered into with the Integration Foundation.

First two groups close to completing in-service training for teachers of Estonian as a second language

The final training modules for the teachers of Estonian as a second language from general education schools and vocational education institutions who began methodology-based in-service training in November 2008 and February 2009 will be held on 8 and 9 June and 10 and 11 June respectively. A total of 80 teachers are taking part in the course.

The subjects covered during the training have focussed on the European language learning framework document and language map; the principles of assessment of language skills; the designation of language levels; the setting of teaching goals and the planning of lessons; grammar-teaching methodology; active learning; and the use of communicative teaching methods.

The final module of the course looks at what the teachers consider to be the most important topic – how to create an environment within the classroom that motivates the students to learn Estonian. Each teacher will also present the methodology-based learning maps they have produced during the course.

The training is being organised by the Multicultural Education Centre of the Integration Foundation as part of the “Language Studies Development 2007-2010” programme financed from the European Social Fund.

First early language immersion programme students set to graduate

On 18 June students and teachers from the first schools to join the early language immersion programme – Läänemere Secondary School in Tallinn, Mustamäe Secondary School of Humanities, Narva Old Town State School and Kohtla-Järve Secondary School – and the developers of Estonia’s language immersion programme will be celebrating the coming of age of the programme at the Culture Centre Salme in Tallinn (Salme street 12).

The first students immersed in the programme are set to graduate from basic school. The organisers have invited officials from the Ministry of Education and Research, the Integration Foundation and the Canadian embassy and representatives of colleges and universities and local governments to the event. 116 of the original 134 students have successfully completed the 9^th grade and thus are eligible to graduate from basic school. Over the years they have been taught by almost 100 teachers.

Celebrations of the tenth anniversary of the language immersion programme began last year with an international conference entitled “The spread of integrated subject and language studies: Multilingualism as the key to coping in a multicultural world”.

Summer school for teachers of social studies

A summer school for 90 teachers of social studies will be held at Nelijärve from 26 to 28 June.

The course is designed to raise social studies teachers’ awareness of what is happening in the environment through an examination of a series of topical issues. The training will cover media education; the defence of intellectual property; human trafficking; global education; the European Union; and a variety of other important topics. The basic school social studies curriculum will also be reviewed.

The training is being financed by the Ministry of Education and Research as part of an agreement entered into with the Integration Foundation.

Preparation of teachers and teacher training students to work with pupils whose native language is a language other than Estonian

The Integration Foundation has entered into a partnership with the Narva College of the University of Tartu to develop and launch two free subject courses as a pilot course designed for both working teachers and teacher training students. The courses are designed to enable the participants to obtain the knowledge they require to work at general education schools and vocational education institutions with languages of instruction other than Estonian.

The course “Developing skills in the language of study in subject lessons” will be held during the autumn semester in 2009, while the course “Intercultural differences: students with Russian cultural background” will be held during the spring semester in 2010. The autumn course will be held at the Narva College of the University of Tartu. Both courses will be worth 3 CP and comprise contact teaching, independent work and lesson visits. The courses have been designed for 40 participants.

Study into extension of Estonian-language teaching among Russian-speaking study groups in vocational education institutions completed

The last comparable study into this subject was carried out in 2004. It looks at what kind of language teaching developments have taken place in vocational schools, and whether and how attitudes, motivation and opportunities have changed from the points of view of directors, teachers and students alike. It also examines whether and how different programmes and projects have influenced vocational education, language studies and the acquisition of teaching materials and other additional resources, and whether the goals sought have been reached. The study highlighted the support that schools still require in order for vocational students to be able to manage in their chosen field in Estonian after graduating.

Winner of “Publication of preparatory materials for Estonian-language professional examinations” procurement announced

The “Publication of preparatory materials for Estonian-language professional examinations” simplified procurement was won by OÜ Argo TTP.

The aim of this tender was to produce training materials and glossaries for professional Estonian for sales people, hairdressers and beauticians and chefs and wait staff. The procurement also includes audio recordings of listening texts for the training materials.

These activities are being organised as part of the “Language Studies Development 2007–2010”programme, a measure of the “Lifelong Learning” priority of the “Human Resources Development Plan” financed by the European Social Fund.

Free information line for Estonian language students and applicants for Estonian citizenship

May saw the launch of 800 9999, a free hotline providing information about the compensation of costs of Estonian language studies, free Estonian language courses for individuals with unspecified citizenship and citizens of third countries and preparatory courses for the Estonian constitution and Citizenship Act examination. The information line was developed by the Integration Foundation with the support of the Office of the Minister for Population Affairs. People can also call the hotline to register for courses.

Anybody who has passed an Estonian language level examination can apply to have up to 6000 kroons in Estonian language study costs reimbursed. The free Estonian language courses beginning this autumn are open to individuals with unspecified citizenship and citizens of third countries, i.e. those who are citizens of countries other than member states of the European Union, member states of the European Economic Area (Norway, Iceland and Liechtenstein) and the Swiss Confederation.

Free courses are offered at different levels, starting from 0 and going up to B1. Each course lasts for between 100 and 200 academic hours, depending on the level, with a total of 400 people able to take part in 2009: 200 in Harju County and 200 in Ida-Viru County.

The information line provides information not only about language studies, but also about the free preparatory courses designed for individuals with unspecified citizenship and citizens of third countries who are planning to take the examination of awareness of the constitution and Citizenship Act of the Republic of Estonia. Personal tutoring is available in addition to the group courses, which run for 12 academic hours. 1000 people will be able to take this free course in 2009.

Information is available from the help line in Estonian, Russian and English from 9.00 am to 5.00 pm Monday to Friday.

Free Estonian language courses for individuals with unspecified citizenship and citizens of third countries

The Integration Foundation has launched cooperation with OÜ Multilingua Keelekeskus and OÜ Koolituse Korralduskeskus to conduct Estonian language training courses in Harju and Ida-Viru Counties.

OÜ Multilingua Keelekeskus will be conducting courses in Harju County, while courses in Ida-Viru County will be organised by Koolituse Korralduskeskus OÜ, who will also be responsible for developing a training programme for the courses and training teachers.

The free Estonian language courses beginning this autumn are exclusively open to individuals with unspecified citizenship and citizens of third countries, i.e. those who are citizens of countries other than member states of the European Union, member states of the European Economic Area (Norway, Iceland and Liechtenstein) and the Swiss Confederation.

New preparatory materials published for constitution and citizenship examination

In accordance with the changes to the procedure for the conducting of the examination on the constitution and Citizenship Act of the Republic of Estonia for applicants for citizenship which came into effect on 1 March 2009, new preparatory materials have been produced under the guidance of the National Examination and Qualification Centre and the Integration Foundation with the support of the Office of the Minister for Population Affairs.

The main new publication is the handbook “What you need to know if you are applying for Estonian citizenship”, which covers all of the topics applicants are tested on during the examination and which includes sample questions. The booklet also provides an overview of Estonian history and the country today. The handbook is being distributed free of charge at preparatory courses, pre-examination consultations and at examination points of the National Examination and Qualification Centre. The booklet is available online in Estonian, Russian and English from the websites of both the Integration Foundation and the National Examination and Qualification Centre.

Methodology materials have also been produced for the free preparatory courses for the constitution and citizenship examination which are due to begin shortly, as well as worksheets and presentation materials for lecturers.

Individuals with unspecified citizenship and citizens of third countries are entitled to participate in the free courses. People can register for the courses by calling 800 9999.

Study trip to Denmark

A study trip to Denmark was organised by the Integration Foundation from 13 to 15 May as part of the implementation of the “Estonian integration programme for 2008-2013”. The trip was financed by the European Fund for the Integration of Third-Country Nationals and the Office of the Minister for Population Affairs.

Those on the trip obtained an overview of the forms of cooperation between state and local governments in Denmark in carrying out integration-based activities and the administration and financing system developed in the country in order to implement integration activities. The participants learned about the new immigrant integration programme and the system for integration into the labour market.

30 people took part in the trip: representatives of local governments in which citizens of third countries reside, representatives of the state agencies involved in the implementation of the integration programme and experts in the field.

The study trip was designed to share information and to learn from the Danish experience in shaping and implementing integration policy. Those on the trip visited the Ministry of Refugees, Migration and Integration, Copenhagen City Government and the Nydansker association, which is involved in integrating new immigrants into the labour market. They also learned about the work of Kommunernes Landsforening, the umbrella organisation of Danish local governments.

More than 200 students complete additional courses in Estonian as a second language

During the 2008-2009 academic year the Integration Foundation worked with a range of higher education institutions to provide additional courses in Estonian as a second language for Russian-speaking students from Estonia and those who obtained their secondary education in the country.

The courses were held at the Estonian Maritime Academy, the Estonian Public Service Academy, the Estonian Aviation Academy, Tallinn Health Care College, the Narva College of the University of Tartu, the Estonian Academy of Arts and the Virumaa College of Tallinn University of Technology. Each course differed in length and content according to the fields and language needs of and time available to the particular students.

A total of more than 200 students completed the additional courses. The average duration was ca 110 contact hours, which enabled the students to improve their skills in Estonian at the proficiency level they had already obtained (mostly B1 and B2). Reaching a higher level of proficiency generally requires between 450 and 500 hours of studies. The level of proficiency required for successful higher education studies is B2.

The additional courses in Estonian as second language for students from higher education institutions were organised as part of the “Language Studies Development 2007-2010” programme financed from the European Social Fund.

Summer school for counsellors in Laulasmaa

The two-day 2009 summer school for language immersion programme and upper secondary school counsellors will be held in Laulasmaa on 13 and 14 August.

The summer school will be led by Ene Kulasalu, Ene Velström and Koidu Tani-Jürisoo, trainers from the Open Mind Institute. A range of topics will be covered at the event, from supervision of counsellors to finding focus in counselling and group counselling issues.

Kindergarten language immersion programme methodology training

The second session of the methodology training course for the kindergarten language immersion programme will be taking place over three days in Laulasmaa from 13 to 15 August.

The course will examine a variety of issues, including the linguistic development of language immersion pupils in kindergarten, the language immersion framework programme and how to start working with language immersion groups. Other topics examined on the course will be planning what to teach, subject teaching and cooperation within the language immersion group. Those attending the course will also find out about ways of enriching vocabulary through physical education and music lessons, and tips will be shared on reading together, the story thread method, working with books and the role of the teacher. The participants will also receive materials useful in observing and evaluating children’s development and providing feedback.

The course will be led by language immersion programme trainers Nonna Meltsas, Ene Kurme, Angelika Lall and Hedi Minlibajeva.

Individual language studies with a mentor

August will see the commencement of mentor-led, individualised Estonian language studies by around 50 teachers who will be teaching subjects in Estonian at upper secondary school level in schools with Russian as the language of instruction.

The studies are designed to improve the quality of Estonian-language subject teaching and to reduce linguistic distance by boosting the proficiency of the teachers to the level that they require for everyday use and in order to cope with their work.

The individualised studies will be led by mentors specially trained to provide and implement the knowledge and skills the teachers need. Each ‘pupil’ will produce their own study plan with the help of their mentor. These plans will be based on the interests and learning styles of the teachers, as well as on the time available to them and where they live. They will establish specific linguistic goals and include an analysis of how these goals are achieved.

The individual studies will continue until October 2010.

New Language Act awaits public opinion

The Ministry of Education and Research has produced a new version of the Language Act which has been published on the www.osale.ee website for the public to review and comment on. Opinions can be expressed and proposals made until 17 August 2009.

The current act, which was passed in 1995, has become difficult to interpret due to the changes that have been made to it in the intervening years, which is why the Ministry of Education and Research has produced a new version. The new draft Language Act is largely just a clearer, restructured version of the existing act, but some new regulations have also been added to it. Proposals and comments are awaited in regard to these new additions in particular.

Procurement for the organisation of the annual language immersion programme conference

On 16 July the Integration Foundation launched the simplified procurement “Purchasing conference organisation services for the annual language immersion programme conference 2009”. The deadline for applications is 11.00 am on 6 August.

The winner of the procurement will be required to organise the annual language immersion programme conference on 2 and 3 October 2009, which will be attended by approximately 200 people connected to or interested in the programme.

The main topics of the conference are counselling and internal assessment. The conference is designed to boost the level of understanding among the members of the language immersion network through presentations and discussions of a variety of aspects of the implementation of the programme, to discuss internal assessment and the programme as a whole, to introduce and promote the language immersion programme and upper secondary teacher counselling which was introduced during the 2008-2009 academic year and to celebrate the 10^th anniversary of the language immersion programme.

2^nd round of applications for the “Let’s do it together” project competition

The deadline for applications for the second round of the “Let’s do it together” project competition is 4.00 pm on 18 August 2009. The information day for the competition will be held at 11.00 am on 5 August 2009 at the Integration Foundation’s offices at Liimi 1, Tallinn.

The competition will support cooperative activities lasting more than three months, campaigns, discussion forums and other citizens association activities involving citizens of Estonia and the European Union and other countries in Europe and Estonian residents with undefined citizenship of at least 18 years of age.

Applications for support can be submitted by the agencies managed by local governments, non-profit organisations and foundations that will carry out the activities.

The competition is being financed from the budgetary resources of the Ministry of Culture and the European Fund for the Integration of Third-Country Nationals, which was established as part of the general European Union programme ‘Solidarity and management of migratory flows’, on the basis of the implementation plan of the Estonian Integration Programme 2008–2013.

The “New immigrants in Estonian pre-school institutions” project competition was launched recently. The aim of this competition, which will close on 31 August, is to support the Estonian language studies in pre-school institutions of new immigrant children.

The competition will support projects whose activities involve the children of citizens of third countries and/or citizens with undetermined citizenship, as well as the children of citizens of other European Union member states.

Applications for support can be submitted by pre-school institutions (state, municipal and private education institutions). The activities of these institutions, the acquisition of teaching materials and equipment and the in-service training of teachers will be supported as part of the competition.

“Promoting a common cultural space through cooperative activities” project competition

Applications for the recently launched public project competition “Promoting a common cultural space through cooperative activities” can be submitted until 4.00 pm on 15 September. The information day for the competition will be held at 1.00 pm on 5 August 2009 at the Integration Foundation’s offices at Liimi 1, Tallinn.

The competition is designed to support the cooperative activities of performing arts institutions between citizens of Estonia and third countries within Europe to foster a common cultural space and to boost the integration process within Estonian society.

The competition will support activities which contribute to the implementation of its goals – joint performances by performing arts institutions, themed workshops taking place as part of preparations for performances, public discussions following performances, festivals and more, involving citizens of Estonia, other member states of the European Union and third countries who are residents of Estonia.

Applications for support from state agencies, agencies managed by local governments and non-profit organisations and foundations can be submitted by performing arts institutions whose everyday activities, according to their articles of association, are performances and/or the organisation of theatre festivals.

2^nd round of applications for the “Our Estonia” project competition

In August the Integration Foundation will be launching the second round of applications for the “Our Estonia” public project competition.

The competition is designed to provide representatives of the different nationalities living in Estonia – including citizens of third countries and those with undetermined citizenship – with practical knowledge of Estonian society and history. The target group of the competition is students between the ages of 12 and 23.

Contacts and dialogue between Estonian youth and young people with other mother tongues and cultural backgrounds are planned to be created and promoted as part of the competition in order to boost tolerance, equal opportunities and cultural awareness.

The competition will support the following activities, which are designed for students from basic and upper secondary schools and vocational education institutions enabling studies on the basis of basic education:

events related to the history and culture of the Estonian state and to Estonia today, contributing to the achievement of good results in the social studies and history curriculums;
activities designed to mould the social competence of the students;
teaching materials produced in cooperation with the students; and
activities promoting the self-organisation of the students (training for members of student unions and school newspaper/radio editorial boards, excursions and field trips, discussion forums et al.).

Applications for support can only be accepted for activities involving the participation of citizens of Estonia, other member states of the European Union and third countries within Europe and those with undetermined citizenship between the ages of 12 and 23. At least 20% of the target group must comprise citizens of third countries or residents of Estonia with undetermined citizenship.

General information

Annual language immersion programme conference

The annual conference of the language immersion programme will be held at the Radisson SAS hotel in Tallinn on 2 & 3 October 2009 under the aegis of the Integration Foundation. This year’s conference is titled “Advice and assessment – the roads signs for the quality of the language immersion programme”. Up to 200 people from the field of education are expected to attend the event.

The ninth programme conference will focus on the internal assessment of the nursery schools and schools that have joined the language immersion programme and on advising teachers as approaches and activities supporting an understanding of the quality of the programme.

Representatives of a variety of interest groups will be summarising the conference and the features it highlights related to the quality of the programme, including local governments, directors of schools and nursery schools and parents.

The 10^th anniversary of the language immersion programme will be marked on the first night of the conference with a trip down memory lane involving parents, teachers, school and nursery school directors, language immersion centre staff and representatives of local governments and the Ministry of Education and Research. Coordinators will also be announcing the Language Immersion Friend of the Year 2009. Adding to the festive occasion will be a performance of Andrus Kivirähk’s play Sibulad ja šokolaad /Onions and Chocolate/ by teachers from Narva Soldino Secondary School and a concert by the ensemble Tuulelõõtsutajad.

Language immersion is a form of teaching enriching bilingual education which is designed to enable children to gain a better grasp of Estonian as a second language. It is implemented in Estonia as a national programme with the funding and support of the Ministry of Education and Research. The aim of language immersion is to provide pupils with equal skills in their native language, Estonian and foreign languages.

4204 pupils and 638 teachers are involved in language immersion in 2009. A total of 54 nursery schools and schools throughout Estonia have joined the programme to date.

“New immigrants in Estonian preschool institutions” competition comes to an end

As a result of the competition, 307,536 kroons has been issued in support of eight different projects. These projects will help to create the right conditions for the Estonian language studies of new immigrant students in preschool institutions with Estonian as the language of instruction and to develop a system for the teaching of Estonian as a second language in nursery schools in which a variety of methodology and contemporary teaching materials will be used.

The support was issued to the Väike Pauliine nursery school; the Kannike nursery school in Tartu; the non-profit organisation Agathe; Sverresson OÜ; Anni nursery school; the Mari nursery school in Põltsamaa; the Triinu ja Taavi nursery school in Tartu; and the Rõõmupesa nursery school in Tallinn.

A series of television and radio programmes was launched and continued in September which was supported as part of the “Promotion of cultures and integration in the media” competition.

Four series are being broadcast on the television channel ETV2:

‘Eestimaa kuulsad inimesed’ /Estonia’s Famous People/ (Tuesdays and Wednesdays at 8.45 pm) showcases 30 well-known Estonian cultural figures and the contributions they have made to national culture and outlooks on life
‘Batareja’ /Battery/(Thursdays at 8.00 pm) looks at interesting people, exciting places, the modern world and history
‘Lähme külla’ /Let’s Go Visit/(Fridays at 8.00 pm) examines long-held Estonian traditions and those of national minorities in hosting visitors
‘Ela sajani’ /Live to Be One Hundred/ (Fridays at 8.30 pm) is a series of historical portraits framed in the life stories of the elderly which looks at life in Estonia and core values.

One series is being broadcast on the television channel PBK:

Registration now open for in-service methodology training for social studies teachers

An in-service training course for teachers of social studies titled “Modelling games: what are they and how can they be implemented?” will be held in Tallinn on 16 October and in Rakvere on 30 October. You can register for the courses by e-mailing info@koolituskorraldus.ee.

The course is designed to boost the methodology-based knowledge of social studies teachers. It will look at the nature of modelling games, the conditions they require and how they can be used in class. Practice games will also be carried out. One such practice game is titled “Management and power”.

The training will be followed by a debriefing session during which the participants will discuss what went on as part of the game. The day-long course is being organised and run for two groups.

“Developing skills in the language of instruction during subject lessons” course begins

The Narva College of the University of Tartu is running two free pilot courses during the 2009-2010 academic year designed for both working teachers and teacher training students as part of the “Language Studies Development 2007-2010” programme financed through the European Social Fund. The first course – “Developing skills in the language of instruction during subject lessons” – is scheduled to begin in October.

The course will provide an overview of current views on the legitimacy and idiosyncrasies of learning a second language as well as of the methodological principles of integrated subject and language studies. Attention will be focussed on the need for and options available in the development of language skills and linguistic support for students. Teaching materials will be examined on the course, and teachers will also be taught how to produce their own.

The course is equivalent to 2 CP: 80 hours, of which 46 are seminar-based work, 28 independent work and 6 teaching observation. The course is designed for working teachers undertaking in-service training and/or teacher training students who teach or are interested in teaching general or specialist subjects in a language other than Estonian and who teach or are interested in teaching in Estonian in schools and vocational education institutions with languages of instruction other than Estonian.

The course is free of charge and has been planned for 20 participants. Registration will remain open until 10 October 2009 on the Narva College website.

Registration is now open for the teacher placement programme for teachers of general and vocational subjects from vocational education institutions. Up to 100 teachers will be able to try their hand at teaching in a working environment with a different language of instruction between now and October 2010.

A total of 60 places have been provided for teachers from schools with Russian as the language of instruction to teach in schools with Estonian as the language of instruction. The other 40 places have been provided for teachers who speak Estonian as their native language to teach in schools with Russian as the language of instruction.

The teacher placement lasts for 24 days and is free of charge. Cultural, recreational and accommodation expenses are covered in full, and catering costs are partly covered. The teacher on placement is supported at the school they are teaching at by a mentor, whose role is to seek solutions to potential problems and introduce the local school environment.

Applications for the programme are being accepted from teachers who completed all four modules of the “In-service training of teachers for the development of Estonian-language teaching in vocational education institutions with other languages of instruction” course which began last year. Training places are still available for the completion of the modules. In-service training of school directors for the development of Estonian-language teaching in vocational education institutions with other languages of instruction

An 80-hour in-service training course will run between October 2009 and May 2010 for directors and specialists from vocational education institutions for the development of Estonian-language teaching in vocational study groups with other languages of instruction.

The course is designed to develop skills in the integration of subject and language studies in a multicultural learning and living environment, where the emphasis is on intercultural communication, e-learning and the principles and organisation of bilingual education. The course will include both field and study trips.

In-service training on integrated subject and language teaching methodology for upper secondary-level teachers from educational institutions with Russian as the language of instruction

In-service training on integrated subject and language teaching methodology for upper secondary-level teachers from educational institutions with Russian as the language of instruction is scheduled to begin in October. Registration is open on the Narva College website of the University of Tartu.

The training will focus on integrated language and subject-teaching methodology. Its overall goal is to contribute to the transition of upper secondary schools with Russian as the language of instruction to Estonian-language studies. The 72-hour courses will take place in cycles in Narva, Tallinn and Tartu.

The training is being supported by the Ministry of Education and Research as part of an agreement entered into with the Integration Foundation.

Applications awaited for “Experience trains us” project competition

On 11 September the Integration Foundation launched the Experience trains us project competition, which will provide training for local government officials and teachers from preschool education institutions. The deadline for applications is 4.00 pm on 12 October 2009.

The competition is designed to find an organiser for in-service training and study trips for local government education officials and teachers from preschool education institutions.

The course and the study drips are designed to prepare the education workers to accept pupils who are third-country nationals into the Estonian education system.

The competition will support the organisation of in-service training and study trips for up to 25 education workers and the development of methodology-based materials. Applications can be submitted by private and public legal entities registered in Estonia and municipal and state agencies.

The competition is being financed from the budgetary resources of the Ministry of Culture and the European Fund for the Integration of Third-Country Nationals on the basis of the implementation plan of the Estonian Integration Programme 2008–2013.

“In Estonian at an Estonian-language school” project competition

The aim of the competition is to support the studies of pupils whose native language or home language is a language other than Estonian in general education institutions in Estonia.To this end, additional materials will be developed and issued (including interactive learning and visual materials) for both Estonian-language teaching and teaching of Estonian in schools with pupils who are third-country nationals.

The development and publication of the materials, their introduction to teachers and their distribution to the target group will be supported as part of the competition.

“Local government informational materials” project competition

The “Local government informational materials” public project competition has been launched and applications can be submitted until 1.00 pm on 26 October 2009.

The competition is designed to boost the awareness of citizens of third countries in Europe – including Estonian residents with undetermined citizenship – of the services provided by the public sector within local government areas.

The updating of websites or the publication of informational materials (booklets, brochures, handbooks et al) which are designed for third-country citizens residing in Estonia and Estonian residents with undetermined citizenship will be supported as part of the project.

Applications for support can be submitted by local governments and agencies and institutions managed by local governments (with the exception of schools and nursery schools).

The competition is being financed from the budgetary resources of the Ministry of Culture (25%) and the European Fund for the Integration of Third-Country Nationals (75%) on the basis of the implementation plan of the Estonian Integration Programme 2008–2013.

Proposals awaited from vocational education institutions regarding additional Estonian language studies

As part of the “Language Studies Development 2007-2010” programme of the European Social Fund, the Integration Foundation is once again awaiting proposals from institutions of vocational education in regard to the organisation of additional language studies.

The aim is to ensure that as many vocational education institutions as possible are able to develop their teaching of Estonian in different ways based on the needs of and options open to their students. The Integration Foundation has already successfully implemented a similar form of cooperation with a number of schools, who have had the chance to offer their students not only additional language lessons, but also preparatory courses, exchange programmes and additional practice. They have also published additional teaching materials and are implementing the principles of integrated subject and language teaching.

All proposals are welcome. What is important is that they comply with the aims of the “Language Studies Development 2007-2010” programme and the description of the activity designed for students from vocational schools. The amount indicated in the budget is not transferred to the school’s budget: the Integration Foundation itself orders the required services.

The deadline for submission of proposals is 30 October 2009. One school may submit a number of proposals. We would ask that cooperation proposals be submitted on the form provided and that these be forwarded to us by e-mail by the due date. The form can be found on the Integration Foundation website.

We recommend that you submit your proposals during this round, because the current European Social Fund programme will come to an end in 2010. This means that only the spring round will remain after this round of proposals, which will place restrictions on the duration of language teaching activities (since they can only last until the end of 2010).

The “Integration via the Internet” project competition will be launched in October.

The overall aim of the competition is to promote integration through the Internet as a two-way process involving Estonian citizens and third-country nationals alike. It is also designed to increase the role that third-country nationals play in Estonian society.

The production, customisation and distribution of Internet-based informational materials (including electronic newsletters) and the development of communication environments will be supported as part of the competition.

A public project competition will be launched in October for the development of a training programme and the training of state and local government officials in the area of intercultural communication.

Training of advisers to directors of vocational education institutions for the development of a multicultural teaching system

November 2009 will see the launch of a 160-hour course for advisers which will last until May 2010. The training is designed for people with a background in teaching and/or psychology who are motivated to work in the field of vocational education (preferably directors or specialists) and will be provided to a total of 20 people.

Its aim is to boost knowledge and skills related to advising and to provide the information, principles and experience required for the development of a multicultural teaching system through training and teaching and study trips.

Training for teachers of general skills from vocational education institutions

November 2009 will see the launch of an 80-hour course for teachers teaching general skills subjects to students with native languages other than Estonian which will last until August 2010. A total of 150 teachers are being invited to take part (1 or 2 teachers per school).

The course is designed to develop integrated specialty subject and language teaching on the basis of general skills subjects and to create the required methodology materials.

In October the Integration Foundation will be launching the “Debate of nationalities – a more successful Estonia!” project competition.

The competition is designed to develop dialogue between citizens of the European Union and third-country nationals residing in the European Union (including Estonian residents with undetermined citizenship) on important social issues.

A series of television and radio programmes was launched and continued in September which was supported as part of the “Promotion of cultures and integration in the media” competition.

Four series are being broadcast on the television channel ETV2:
