Legal statuses of newly arrived immigrants

We help newly arrived immigrants with settling in depending on the legal status of the new resident:

  • a newly arrived immigrant residing in Estonia on the basis of conventional migration:
    • a foreigner who has been granted a temporary residence permit in Estonia on the basis of the Aliens Act (residence permit on the basis of employment, study, business, settling with a family member, etc.);
    • a citizen of the European Union who has acquired the right of temporary residence in Estonia on the basis of the Citizen of the European Union Act;
    • o a family member of a citizen of the European Union who has acquired the right of temporary residence in Estonia on the basis of the Citizen of the European Union Act;
  • a newly arrived immigrant residing in Estonia as a beneficiary of temporary protection: a foreigner residing in Estonia on the basis of a temporary residence permit provided for in the Act on Granting International Protection to Aliens. On the basis of the order of the Government of the Republic of Estonia that entered into force on 9 March 2022, citizens of Ukraine and their family members who stayed on the territory of Ukraine until 24 February 2022 and fled from there due to military activity on 24 February 2022 or later can apply for temporary protection in Estonia;
  • a newly arrived immigrant residing in Estonia as a beneficiary of international protection: : a foreigner residing in Estonia on the basis of a temporary residence permit provided for in the Act on Granting International Protection to Aliens, i.e. a person who has been granted refugee status or subsidiary protection has been granted in Estonia because of persecution, war, or violence in their country of origin.
